Declaration in response to safeguarding children and the care Quality Commission Review

 
NHS Hounslow has considered the Care Quality Commission review of safeguarding children arrangements published in July 2009.
 

This declaration will be updated following receipt and review of the individual local assessment which is anticipated in Autumn 2009.

 

At that time a report will be presented to the Board with planned actions for further improvement.

 

In the meantime, areas identified by the Care Quality Commission and Department of Health as for urgent review and Board assurance are reflected below.

 

The Board is assured that:

 
  • The organisation meets statutory requirements in relation to Criminal Records Bureau checks.
  • Child protection policies and systems are up to date and robust, including a process for following up children who miss outpatient appointments and a system for flagging children for whom there are safeguarding concerns.
  • Designated and named professionals are clear about their roles and have sufficient time and support to undertake them.
  • There is a Board level Executive Director lead for safeguarding, the Board reviews safeguarding across the organisation at least once a year and has robust audit programmes to assure it that safeguarding systems and processes are working.
  • The PCT has mechanisms in place for robust performance monitoring of its providers in relation to safeguarding and will scrutinise their declarations
  • The PCT has mechanisms in place to ensure GP practices have robust systems and practices in place to fulfil their role in safeguarding children.
 
With regard to all eligible staff being up to date with Level 1 safeguarding training the Board are aware that a whole range of safeguarding training is provided for staff at various levels.
 

The training provided to staff and used to support our declaration for 2008/09 and the safeguarding review of February 2009 and the intercollegiate level they would correspond to are as follows:

 
  • Level 1 – Training at this level is delivered at Corporate Induction to all members of staff.
 
  • Level 2 – Training at this level is delivered mainly in-house either to multi-disciplinary groups or focused to specific needs of staff groups and would include staff who have contact with children and/or adults.
 
  • Level 3 – Training at this level is delivered either via the Local Safeguarding Children Board (LSCB) or through focused in house seminars and are directed at staff who work predominantly with children and young people.
 

The child protection team delivering the training use their knowledge and expertise in the subject to ensure the topic is covered to the appropriate level.

 

As the safeguarding review in February 2009 highlighted that it was a requirement to collate data using the levels as identified in the Intercollegiate document (2006), we have made changes to the way we organise and record the training and this arrangement is now in place which will facilitate more accurate recording of training required and attended by various staff groups.

 

We reiterate that NHS Hounslow is committed to ensuring that children are protected and that we follow the national child protection guidance.
