Susie Adams is the Chief Technology Officer for Microsoft Federal’s Civilian business. She has over 25 years experience in IT and Computer Science and has held numerous leadership positions at Microsoft as well as several Washington area IT consulting organizations. In her present role she is responsible for managing all technical planning and IT decisions for a $600 million dollar business. Susie is noted for her leadership in standing up Microsoft’s Technology Center for the Washington DC region and is an accomplished author on the topics of IT Integration and Web development. Her most recent a book is on the development of standards based Office Business Applications. Susie is a graduate George Mason University.

Patrick Allen is the Acting Administrator of Oregon’s Building Codes Division, a part of the Department of Consumer and Business Services. There he manages a staff of over 100 employees responsible for setting state standards for plumbing, electrical, structural and other construction work, providing inspections for specialized structures like boilers and elevators, licensing construction trades, and overseeing the administration of the building code through local building departments across Oregon. Anne Armstrong has more than thirty years experience in technology journalism and publishing. She was a member of the Federal Computer Week launch team in 1987, and has worked on both the editorial and business sides. She began her career as a science journalist, and started Langley Publications, a research and newsletter company. Armstrong served as president of Virginia’s Center for Innovative Technology (CIT) from 1999 to 2002. She holds degrees from Vanderbilt University and Johns Hopkins University, and represents 1105 on ABM’s Government Affairs Committee.

Phil is the Open Government Program Manager at OpenPlans, a non-profit organization that develops technology and media to improve civic services, urban livability, and local democracy. Phil’s specific focus is to facilitate collaboration between cities on the development of open standards and best practices around open government initiatives. Recently Phil has been helping to direct and mediate the development of the Open311 standard so that cities can leverage web enabled 311 services in an open and interoperable way.

Bill Balko’s current position is located at the Defense Information Systems Agency (DISA) and assigned to the three Mission Area Divisions, Chief Information Officer (CIO), Strategic Planning and Information Directorate (SPI), and the Chief of Technology Officer (CTO). Bill is responsible for studying the business issues and data challenges across the agency. Identifying DISA’s strengths and weaknesses and suggests areas of improvement based on the requirements, specifications, and current business processes making recommendations and proposing changes based on current and projected performance metrics contained in the strategic documentation; develop new business practices using new/emerging technology solutions.
