Rules/GuidanceThe Minnesota Department of Health (MDH) promulgates Health Risk Values (HRVs) for chemicals in ambient air. These values were established through a scientific and public review process, and adopted into rule in March 2002. In addition, the MDH develops guidance, at the request of other agencies, for evaluating risks from exposures to contaminants (e.g. Health Based Values for air and ground water). For more information, see the HRV Rule below and Risk Assessment Rules and Guidance. Health Risk Values RuleHRVs are used by the Minnesota Department of Health and sister agencies such as the Minnesota Pollution Control Agency, to assist in the assessment of potential health risks associated with chemicals in ambient air. HRVs can be used as one set of criteria for assessing risks in the environmental review process, issuing air permits, risk assessments and other site-specific assessments. The application of HRVs is not specified in rule.The HRVs were not developed for evaluation of workplace exposures. The Occupational Safety and Health Administration, United States Department of Labor, is responsible for regulating workplace exposures.
