HARTFORD — NEW BRITAIN — HARTFORD - A bomb scare at city hall Thursday afternoon prompted the evacuation of area buildings and brought rush-hour traffic to a halt.

The suspicious package turned out to be a cellphone that was either vibrating or playing music inside a metal U.S. Postal Service box in front of Hartford's city hall, 550 Main St.

"Better safe than sorry," said Mayor Eddie A. Perez after police declared the area safe at about 5:10 p.m.

Perez said a citizen had reported hearing a ticking sound inside the mailbox and reported what he heard to a police officer at city hall. The officer called it in at about 3 p.m., and police and firefighters headed to the scene.

City hall, the Hartford Public Library next door and the building that houses Metropolitan District Commission offices across the street were among those evacuated.

Police closed a stretch of Main Street to both cars and pedestrians; they blocked traffic as far south as Buckingham Street. The Prospect Street exit ramp from the Conlan Whitehead Highway also was closed.

The Hartford Police Bomb Squad arrived and determined that no one was in danger.
