The National Library of Wales’ Charter

 

The National Library of Wales was established by Royal Charter on the 19th of March 1907. Supplemental Charters were given to the Library in 1911 and in 1978, which revised the constitution somewhat. On the 19th of July 2006 a new Supplemental Charter was granted by Her Majesty the Queen. The Supplemental Charter 2006 dissolves the 1978 Supplemental Charter and changes the constitution and the governance of the Library significantly. Whereas previously the Library had a Court of Governors and a Council to preside over it, it now has a Board of Trustees.

 

 

Legal Status

 

The National Library of Wales is a body which has been incorporated by Royal Charter, and it is also a charity (registered number: 525775) and a Body under the funding sponsorship of the National Assembly for Wales.

 

 

Financing the Library

 

The Library receives an annual grant in aid from the National Assembly for Wales. The value for that grant in the 2006/07 financial year is £11.328m.  This is the Library’s main source of income.

 

 

Board of Trustees

 

Since the second half of 2006 (and as a result of receiving a new Supplemental Charter from the Queen) the Library has a Board of Trustees called hereafter ‘the Board’. The Board has 15 members. Eight of its members are appointed by the Welsh Assembly Government and seven by The National Library of Wales.  At the moment there is a period of transition until that balance is achieved. It is expected to be complete by the end of 2007.

 

The Library has its own Officers and the Charter gives the Board the right to delegate any one of its roles to them, except for the ability to make regulations and to appoint and dismiss the Librarian (the Librarian is an employee and he is the Chief Executive Officer and Accounting Officer). 

 

The Trustees, including three Board Officers, are appointed according to the Statutes following the 2006 Supplemental Charter. The three officers are the President, the Vice-President and the Treasurer. The Library’s business is also managed and regulated according to the Statutes and Regulations created by the Board.

 

 

Members of the Board of Trustees

 

As part of the transition period, the President, Dr Robert Brinley Jones CBE, and the Vice-President, William John Phillips, will remain in office until the last day of November 2007.

 

The Trustees, including the three Officers (i.e. the President, the Vice-President and the Treasurer) are appointed according to the Statutes.

  • 13 July 2007
  • 2 November 2007
  • 14 December 2007

 

There will be an outreach meeting on 21 September 2007 in the Rhondda: we will publish details of this event nearer the time.
