Another Traffic Plan
Mayor Michael Bloomberg yesterday announced a plan aimed at reducing congestion by preventing drivers from blocking intersections as traffic lights change. Under the proposal, blocking an intersection would be reclassified as a nonmoving violation to simplify issuing tickets. The city will also add 117 enforcement agents to direct traffic at busy intersections, the mayor said. The plan needs approval from Albany. For details, go to City Hall News

The number of empty housing units in abandoned buildings exceeds the number of homeless households in shelter and on the street, according to this report from from the group Picture the Homeless and Manhattan Borough President Scott Stringer. The survey found 24,000 potential apartments could be developed for homeless individuals.
