  Environmental Security  
     
The President has continuously stated in national, regional and international forums that in the Marshall Islands: “We continue to experience the affects from changes in weather patterns and erosion, and are working hard to prevent and ultimately reverse the affects of global warming. However, without such global actions to mitigate climate change and arrest sea level rise, our national efforts at sustainable development and disaster readiness will be rendered meaningless, and my people and the entire region will become environmental refugees.”

The President believes that preparing for natural disasters is hollow in the smaller countries without cooperation and support from the international community.

Noting the need to adequately address the environmental security of the Marshallese people, the President’s Administration moved the Environmental Protection Agency (EPA) to the Office of the President and created a new international focus in creating the Office of Environmental Planning and Policy Coordination (OEPPC) under the Office of the President.

The two offices are concurrently focused on all aspects of environmental issues, EPA on the national concerns and OEPPC concentrating on international treaties and protocols.

The Office of Environmental Planning and Policy Coordination (OEPPC), was approved for creation by President Note and his Cabinet January 2003; it gained full legislative support by the Nitijela in September 2003. OEPPC began initial operations in July 2003.

OEPPC was established by President and His Cabinet (in accordance with the Republic’s Vision 2018) which calls for the strengthening of the Government’s focus on the issue of Climate Change. Furthermore, climate change is linked to the Rio Conventions: UN Framework Convention on Climate Change (UNFCCC), UN Biological Convention (UNCBD), UN Convention to Combat Desertification, including all the Protocols as Parties to. Thus, this brings the issue of Climate Change and its associated Kyoto Protocol as a high level issue for the RMI.
