The LBC is one of only five
State boards with origins in the Constitution. It was created to ensure
that arguments for and against proposals to create or alter municipal governments
would be analyzed objectively, taking areawide and statewide needs into
consideration. Procedures used by the LBC are designed to secure the reasonable,
timely, and inexpensive determination of proposals that come before the
Commission. These procedures include extensive public notice, considerable
opportunity for public comment, thorough study, public informational meetings,
public hearings, a decisional meeting, and opportunity for reconsideration.
Local Boundary Commission Staff Support is Provided by the Department
of Community and Economic Development
In recent years, major changes in Alaska's economy and population have
dramatically increased the number and complexity of matters brought before
the LBC. Factors such as declining local and state revenues, growth in
demand for public services, new resource development and the shifting
of legislative and political power suggest that this trend will continue.
In the past decade, the Department has assisted the LBC by researching,
analyzing and processing more than 150 petitions, including more than
15 petitions for borough incorporation or boundary changes to existing
boroughs. During that time, municipal jurisdiction has been extended
to more than 100,000 square miles of Alaska. The Department has also
assisted the LBC in implementing comprehensive revisions to its regulations
in order to fulfill its constitutional role of helping to shape local
government in Alaska.
The Local Boundary Commission component also serves as a repository
for the official certificates of incorporation and boundaries. Some
